Venezuela: 36,685 Projects Submitted for the First National Popular Consultation on Sunday

A total of 36,685 community initiatives have been submitted by People’s Power and communes in Venezuela for the First National Popular Consultation (CPN) 2025, according to a statement by the Minister of People’s Power for Communes and Social Movements, Ángel Prado, on his Telegram channel.

Key Areas of the Submitted Projects

The projects cover various essential areas for community development:

  • 6,481 projects in the water sector.
  • 5,136 in housing and habitat.
  • 4,681 in road infrastructure.
  • 4,160 in electricity.
  • 3,945 in education.
  • 3,123 in healthcare.
  • 2,129 in sports and recreation.

On Sunday, February 2, Venezuelans will participate in selecting the most relevant projects in an electoral process with 5,245 voting centers available nationwide.

National Popular Consultation: A Mechanism for Participatory Democracy

The National Popular Consultations (CPN) are communal electoral processes that allow citizens to submit and vote for community projects aimed at solving local issues. Venezuela has more than 5,300 communes and communal circuits, which can present initiatives within this framework.

According to President Nicolás Maduro, the CPN aims to strengthen Communal Power and People’s Power, promoting citizen participation in the planning and execution of public works.

Previous Consultation Results and Governmental Approach

In 2024, Venezuela held two national consultations (April 21 and August 25), which recorded the submission of:

  • 2,259 water-related projects.
  • 1,319 in road infrastructure.
  • 1,239 in housing and habitat.
  • 1,153 in electricity.
  • 873 in education.
  • 798 in healthcare.

The CPN is part of the Plan for the 7 Transformations 2025-2031, specifically under the “Social Transformation” pillar, aimed at building a more equitable and just society through community empowerment.
